    In 1979 he graduated from the Moscow State University of Railway Engineering (MIIT), then continued his postgraduate studies at the USSR Academy of Sciences, holds Ph.D. in Technical Sciences.


    Professional background

    Since 1990, together with his partners, he founded the RENOVA Group, which has become one of the largest diversified investment companies in Russia.
    In 1996, RENOVA established SUAL-Holding, Viktor Vekselberg became its president, and the Chairman of the Board of Directors since 2003. In 2007, SUAL-Holding merged with Russian Aluminum company, founding UC Rusal, which Board of Directors Viktor Vekselberg headed until 2012.
    In 2002-2003 Viktor Vekselberg was Chairman of the Tyumen Oil Company Management Board, and in 2003-2013 he was a member of the TNK–BP Board of Directors. In 2013, RENOVA finally withdrew from the oil and gas business.
    In the mid-2000s, RENOVA began to diversify its business and increase its presence in the high-tech sectors of the economy and renewable energy. In 2009, RENOVA founded the Hevel Group, which has become the largest vertically integrated holding in the field of solar generation, combining the entire production chain: from the development of technology and the production of its own solar modules to the construction and management of solar power plants.
    In 2010 Viktor Vekselberg was elected as the head of the project for the creation of the Skolkovo Innovation Center. In 2019 - 2020 he was the Chairman of the Skolkovo Foundation Board of Directors, since December 2020 he has been a member of the Board of Directors. In 2021, he was elected as the Chairman of the Skolkovo Institute of Science and Technology Board of Trustees.

    Vekselberg is a member of the Russian Union of Industrialists and Entrepreneurs Bureau of the Board, heads the Committee on International Cooperation.

    Patrick has been working in the renewables sphere since the momentum picked up around the millennium change in Europe and endeavors to likewise transform the energy landscape in carbon rich countries in the former Soviet Union. Under the IFC program, Russia finally opened up to greening the energy supply with a capacity payment mechanism.

    Professional experience


    Patrick is an International Energy Policy consultant with 25 years of professional experience in investments facilitation and business ventures in the energy sector. He spent most of the last 25 years in the CIS, specializing in the development and implementation of energy policies involving public and private stakeholders.

    Before joining IFC, Patrick was in charge of the Renewable Energy Policy Project for Russia, financed by the European Union. During his tenure he built inroads with the Ministry of Energy and other stakeholders at the federal and regional level. He has a broad understanding of renewables and the respective effectiveness and efficiency of policy measures undertaken the past twenty years by the Member Countries of the European Union and brings this expertise to our ongoing discussions with the Russian government to ensure a fair support system for renewables in Russia.

    Patrick is from Belgium where he got his undergraduate degree in Business Administration, moving on to a graduate degree in Marketing in France and an MBA in International Finance at Indiana University in the United States.
